If you want to create scalar waves, you must first know what it is Scalar waves.

If the scalar wave is considered to be a vertical wave, then it must certainly lose (consume) energy during transmission. Therefore scalar waves are a meaningless concept created as a conspiracy, with the purpose of:

How are scalar waves produced?

Scalar waves are just a name, but suppose we accept it with a definition of:
Scalar waves are a means of transmitting electricity (news), without losing time and without losing a signal.
